You must develop a project plan that is as solid and as complete as possible so that rework is avoided. As the project manager, it is your responsibility to make sure all the appropriate information is used in and applied to the project plan.

You have determined that it will be impossible to complete Phase III as planned. As the project manager, it is your responsibility to control the changes that must be made in order to successfully complete the project.
